Final Report of Priority Action A-032-19

The aim of the focus action was to check whether inflatable water toys and other inflatable toys meet the legal requirements. These types of toys are not buoyancy aids or swimming aids. 24 samples from all over Austria were examined. Seven samples were objected to (multiple times in each case):

  • four samples were harmful to health due to banned phthalates in high concentrations
  • five samples were found to have safety defects (detachable small parts, packaging film too thin)
  • five samples had several labeling deficiencies, and in seven samples the EC declaration of conformity was missing or deficient.

During the focus action, in addition to typical water toys (balls, swimming hoops, ride-on animals, and the like), inflatable toys that are used in water but are not intended to support a child's weight (small, simple figures - "bathtub toys") were also tested. These toys must meet the requirements of harmonized standards, in particular EN 71 "Safety of toys". For water toys, in addition to requirements for labeling, safety requirements are also specified. Accordingly, the plug must not detach during certain tests (including tensile and torque tests) or must be able to be pressed into the toy. In addition, certain phthalates (including DEHP, DBP, BBP) must not be present in the toy in quantities exceeding 0.1 percent by mass.
