According to Regulation (EC) 834/2007 and Regulation (EC) 889/2008, the use of seeds produced according to the conditions of organic farming is mandatory. In order to make the availability of seeds of certain species or varieties transparent, Regulation (EC) 889/2008 stipulates the establishment of an organic plant propagating material database. In addition, this regulation also regulates the procedural rules in case of unavailability of the crop species to be cultivated or varieties that do not correspond.

Principles of the Organic Plant Propagating Material Database.

The principles of the database are as follows:

  1. The database is available to the public free of charge.
  2. Entries are made in the context of the seed certification and approval procedure party-specific with the required information according to EU-VO 834/2007 and 889/2008
  3. Registrations of species which are subject to the EC seed regulations (Seed Act 1997 in Austria), but which do not run within the seed certification and approval procedure in Austria, are made on application (for sample document see in the appendix and homepage).
  4. Entries of species which are not subject to the EC Seed Regulations (Seed Act 1997 in Austria) are made upon request (all botanical species, without restriction to the species list according to the Seed Regulation).

The requirements for registration in the database:

  • In any case, the conformity of production according to EC Regulation 834/2007 must be proven.
  • Furthermore, if the species is subject to the Seed Act 1997, it has to be proven (automatically for seed and planting material certified or approved in Austria) that the seed complies with the requirements of this Act and thus with the relevant conditions for marketing according to EC legislation.

Registration

Possibilities and procedure for registration in the organic plant propagating material database.

Organic seed that is pending in the Federal Office for Food Safety as part of the certification and approval procedure (e.g. seed certification) will be transferred directly to the database after positive completion of the procedure. If this is undesired by the applicant, this must be communicated in writing.

In the course of the seed certification procedure in cooperation with the organic inspection bodies, the verifiable verification of seed production according to EC Regulation 834/2007 is carried out on the basis of a certificate from an approved organic inspection authority or private organic inspection body. The conformity with EC Regulation 834/2007 for the seed lot concerned is indicated on the certificate of recognition or approval (notice) of seed. This also permits labeling as "organic seed" and with the code of the organic inspection authority or body on the official label.

Procedure and information:

a) A written confirmation of conformity of production according to EC Regulation 834/2007 ("organic certificate") from the respective competent organic inspection authority/body is required from each propagator from whom seed material is presented for seed quality testing in a certification or approval procedure.

b) For each processing station within the meaning of §9 Seed Act 1997 or EC Regulation 834/2007, a valid certificate ("organic certificate") must be submitted to the Federal Office for Food Safety at the beginning of the season, at least with the 1st sample for seed certification in the "new" season.

Special regulation: in case of a larger number of organic propagations per applicant, a simplified procedure by means of EDP is offered. Details are to be requested from the BAES.

Organic seed of species which are subject to seed legislation, but which are moved from the EC area and are not subject to any procedure in the Federal Office, or organic seed from suppliers (traders) who are not responsible for the processing and certification of the goods, can be applied for registration by the seed supplier by means of a form.

The notification for such seed is made by means of a retrievable form. This form must be sent by mail, fax or e-mail to AGES - Institute for Seed and Seedlings, Plant Protection Service and Bees. The most important points are explained below as instructions for filling out the form.

a) Name and contact details of the seed and planting material supplier (already available in existing database, address and contact details such as telephone, fax, e-mail, contact person).

b) Crop type (German botanical name + scientific name of botanical species) (already available in existing database).

c) Variety denomination (already available in existing database).

c) Date from which the seed and planting material is available (already available in existing database).

e) Date from which the variety of a particular supplier is no longer available (already available in existing database, there is an immediate obligation for suppliers to report if the offer for a variety can no longer be served, i.e. no seed of this variety is available).

(f) The Member State in which the variety has been examined and accepted for the common catalog of varieties of agricultural plant species and vegetable species. In principle, a differentiation is made according to registration in Austria or EC.

g) Name and/or code of the organic inspection authority or body responsible for the producer of the seed-ready product.

h) Area in which the seed and planting material supplier can deliver to the customer in the time usually required, e.g.: within a federal state 3 days reasonable in growing season, within Austria 7 days = lead time to growing season required, EC greater than 7 days necessarily lead time to growing season required (new, indication in the address list of suppliers of organic seed).

Organic seed of species not subject to seed legislation may also be notified for registration. The form, evidence and instructions for completion can also be found in the section "Requirements and evidence for registration".

The application for entry in the organic seed database is made using the same form as in case 2. In any case, the conformity of production with EU Regulation 834/2007 must be submitted as proof (organic certificate of the producer). In case of desired registration of such crops, the following form fields must be filled in:

  • Name and address of the applicant
  • Crop type
  • Seed treatment
  • Country of production/origin
  • Date of availability from
  • Date of deletion from (in case of deletion)
  • Proof of conformity with EU Regulation 834/2007 (= organic certificate)
  • Contact person
  • Telephone/fax
  • Region of delivery and time period
  • E-mail/Homepage (if available)

Plant propagation material

With the validity of EU Regulation 2018/848, it is also possible to register any other organic plant propagating material in the database in addition to seeds.

The application for registration in the organic plant propagating material database is made by means of a completed form.

The registration of plant propagating material of fruits, vines, vegetables, ornamental plants and mushrooms is voluntary and free of charge. Changes regarding the availability of plant propagation material must be communicated to us promptly by the supplier.

Discharge from the organic plant propagation material database.

  1. The EU regulation explicitly states that changes in the availability of a supplier's variety must be reported immediately to the database manager (AGES GmbH - Institute for Seeds and Seedlings, Plant Protection Service and Bees). We ask you to pay special attention to this point and to set up a corresponding flow of information, so that no consequential costs arise from insufficient topicality of the offer.
  2. Notifications about the unavailability and the resulting removal of varieties from the organic seed database can be reported informally by e-mail or fax.

Content and info

The Federal Office for Food Safety (BAES) is the competent authority for the recognition and approval of seed and planting material.

The certification of seed from and for organic farming requires a special process control during the entire certification procedure. Not only the conformity with the relevant legal bases concerning the certification of seed, as far as there are legal regulations concerning seed for the respective crop type, but also additionally the fulfilment of the requirements for propagation areas, seed lots and processing stations in the sense of the EU Regulation 834/2007 is checked. This ensures the publication of all seed lots approved for organic farming in this organic plant propagation material database, as well as the labeling on the official seed label.

Only those lots are listed in the database which have a final positive recognition or approval and which are also intended for the final consumer, i.e. no propagating material (breeder, pre-basic and basic seed) is recorded. Variety Name of the variety with which it is listed in the respective variety list (Austrian or EU variety list).
Variety entry indicates in which country (countries) the variety is listed. "AUSTRIA" stands for the registration in the Austrian Variety List, the variety is therefore also tested in Austria (see descriptive Austrian Variety List). "EU" indicates varieties that are only listed in the EU Variety Catalogue, but have NOT been officially tested in Austria.
Applicant The company/person who applies for the certification of the seed lot and markets the seed at least for the first time. The applicant is often not the final seller.
Category Z/Z1 seed: Certified seed or Certified seed 1st generation (=equivalent) - Label color: BLUE
Control number of the lot This number is used to uniquely identify the seed lot. It allows to trace back the origin and the connection to the certificate of recognition. For possible claims, this identity number is absolutely necessary. Note: Keep official seed labels = guarantee card for this purpose until harvest.
Organic inspection body is the code of that organic inspection body or inspection authority which is responsible for the conformity according to EU-VO 834/2007 at the last processor (conditioner) of the seed.
Lot weight The weight listed in the database is that which was available at the time of certification. In special cases, lot weights and already listed lots can be changed or deleted (e.g. withdrawals, category reclassifications, official cancellation of recognition, etc.). The indication of the lot weights can also be omitted.
available as of is the date from which the procedure at the Federal Office for Food Safety has been positively concluded. The database entry is made automatically immediately after the notification has been issued or which has been reported to the Federal Office for Food Safety by the seed supplier as the availability date, provided that this seed is not subject to a certification or approval procedure at the Federal Office.

Organic seed multiplication plots

Seed lots cannot be included in the organic plant propagation material database until the certification procedure has been positively completed, i.e. the specified seed quality criteria have been demonstrably met. Only then may the seed be sold to the end user, the farmer. In order to provide a comprehensive overview of those varieties that were propagated in organic farming in the respective certification season, the varieties of all crop types propagated in organic farming in Austria are available.

It should be noted, however, that varieties are only actually available subject to a positive seed certification. Furthermore, the organic seed database may also contain seed of varieties that do not appear in the field certification areas, for example in the case of foreign propagations or overstocked seed.
