Regulation (EC) No. 1223/2009 on cosmetic products replaced the EC cosmetics regulation and its nationwide implementation in the Food Safety and Consumer Protection Act on 11th July 2013, following a three-year transition period. As a result, all cosmetic products made available in the EU have had to comply with this Regulation (with the exception of Art. 15 in regards to CMR substances) since 11th July 2013.

Regulation (EC) No. 1223/2009 on cosmetic products is made up of 40 Articles and 71 recitals. Its eight annexes are as follows:
Annex 1:    Safety Report (Safety Measures + Assessment)
Annex 2:    Prohibited Substances
Annex 3:    Restricted Substances
Annex 4:    Colorants
Annex 5:    Preservatives
Annex 6:    UV Filters
Annex 7:    Symbols
Annex 8:    Alternatives to Animal Testing
