Division for Food Security

The objective of this business segment is to ensure top-quality, agricultural supplies including feedstuff to safeguard food security and the competitiveness of Austrian agricultural production. There are four institutes in Vienna and Linz examining, assessing and evaluating risks in plant varieties, and seed and planting material, including plant-genetic resources, feedstuffs, premixes and additives, fertilisers, soil additives, growing media and plant growth additives, plant protection products, phyto-sanitary pest organisms and goods in accordance with the Austrian Quality Classification Act.

Focus

The institute is a competent service provider and network partner, especially for the Federal Office for Food Safety (BAES), for enforcing the Fertiliser Act, the Seed Act (variety classification), the Plant Variety Protection Act, the Planting Material Act, the Plant Protection Act, and the relevant European and international regulations.

The institute makes a significant contribution to food safety and food security, as well as resource security and safeguards Austria’s competitiveness in sustainable plant production through top-quality agricultural production, biodiversity and healthy plants, among other things.

The Institute for Sustainable Plant Production bundles competences in the fields soil, fertilisation, plant variety, plant health and experimentation, thus, generating practice-oriented solutions which represent value-added for the Austrian agricultural sector. The aforementioned fields also provide several commercial services (soil and fertiliser analysis, examinations of plant samples, greenhouse and outdoor experiments, fertilisation recommendations, etc.).

We participate actively in national and international research projects that deal with crop farming, integrated plant protection, climate change and soil, which in turn helps develop our expertise on an ongoing basis and provides findings for general public benefit. Our top priorities are the publication and dissemination of research results.

The Institute for Plant Protection Products is a competent service provider and network partner in the enforcement of the Pesticides Act, the Food and Consumer Safety Act, the Chemicals Act in relation to plant protection products, and the relevant European and international regulations.
The experts of the institute help shape actively the national, European and international development of methods, norms and procedures.

The institute makes a significant contribution to sustainable food security and resource security as well as safeguarding competitiveness through science-based, pest-free and healthy plants.
The institute protects the health of people, animals, plants, the environment (soil, air, water) and biodiversity from the start of the life cycle on a long-term basis, especially in agriculture.
The provision of services to enforce the Austrian Pesticides Act, the Austrian Food and Consumer Protection Act in relation to defining maximum quantities in line with the rights assigned by the Federal Ministry of Health and Women's Affairs, and the Austrian Chemical Act in terms of preparing recommendations for classification and labelling is done in a result and service-oriented manner. The services provided are integrated into the enforcement of legal standards creating synergies with internal and external partners.

Focus

The Institute’s area of expertise includes the certification of feedstuffs as part of Pastus+, the evaluation and risk assessment in the enforcement of the Austrian Feed Act, the Marketing Standards as well as the IUU Fishery Regulation and the analytical examination and testing of feed and plants, especially cereals and potatoes

Risk-based supervision of all production, processing and distribution steps of feedstuffs contributes to

  • minimising the risk of contaminated feedstuffs
  • protecting feedstuff users in terms of quality aspects and against fraud
  • ensuring safe and top-quality feedstuffs in animal nutrition and, consequently, top food quality.

The institute supports the national authorities (Federal Office of Food Safety and the authorities of the provinces) in the enforcement of the above mentioned areas. This concerns in particular the evaluation of the marketability and compliance of various agricultural products and the evaluation of catch certificates of fishery products in the EU territory within the framework of fighting illegal fishing. The institute also carries out applied research projects and provides its services to other institutions and commercial customers.

The institute has been accredited for the procedures listed within the accreditation scope on the BMWFW homepage in line with the international norms ISO/IEC 17025 (testing laboratories) and ISO/IEC 17065 (product certification). This ensures transparent and objective procedures and quality-assured results.

The food security business segment uses a quality management system in line with the requirements demanded by the following international and European standards:
